R. is an accomplished attorney specializing in environmental, energy, land use and natural resources matters, and brings to the firm his expertise as a seasoned litigator. J. R. joins the firm with a wealth of experience representing clients in land use entitlement matters, energy, mining, and natural resource projects, conservation easements and mitigation banking, and complex environmental state and federal litigation matters, to name a few areas of expertise. Prior to joining Hartman King PC, J. R. honed his craft at other well-respected law firms in California, as a Special Assistant United States Attorney, and while serving on active duty as a Judge Advocate with the United States Navy. J. R. continues to serve as a member of the Selective Reserves.

J. R. received his Juris Doctorate from the University of Miami School of Law, his Masters of Laws (LLM) in Energy and Environmental Law from The George Washington University School of Law, and earned his undergraduate degree from The George Washington University.
